B&C Land Use and Zoning Practice Chair Ed Bull and Paralegal Ricki Horowitz lead their team to a victory on Wednesday, February 17, 2021 in securing zoning changes for the redevelopment of Paradise Valley Mall at the corner of Cactus and Tatum. Assisting in the effort were partner Brennan Ray, attorney Ali Bull and legal assistant Jacque Collard. Clients RED Development and Macerich, who currently owns the property opened in 1978, plan to increase the mall area to 3.25 million square feet for non-residential use and 3.25 million square feet for residential use.
The new concept will include a mix of retail shops, restaurants, a grocery store, 2,500 multifamily housing units, office space and a storage facility creating a destination lifestyle that is more concurrent to what people are seeking in today's world.
When beginning the rezoning process, Ed Bull stated in a letter to the City of Phoenix "the mall is failing and will be increasingly challenged in the on-going future to remain a sustainable and viable development. The re-development will create additional interest, life and economic vitality that will benefit the mall, adjacent properties and the city." Competition from Desert Ridge Marketplace and Kierland Commons, both outdoor venues, have reduced customer visits substantially in the primary target market.
